 SCHOOL BUSINESS MANAGER (Part – time) Commencing January 2019 Applications are sought from suitably qualified professionals who can positively impact the financial management of a small private school. The role would suit an individual with previous school experience in a financial capacity, who requires part time work, but can be flexible with days. Duties and Responsibilities The primary duties of the role are varied and interesting and include:

  • The Business Manager’s primary role is to manage and oversee the Business and Financial Administration (incl Capital) functions of the school. In addition to this primary role the Business Manager will provide support to the Principal. As an important member of the Leadership Team, the Business Manager will also be involved in the life of the school, developing healthy relationships with staff, students and families to assist with building the ‘community’ at the school.
  • This role assumes a high level of managerial and interpersonal expertise, including a significant level of leadership, the ability to consult, delegate, analyse and plan in specific contexts within the school community. He/She also plays an important role in helping to realise the school’s Mission and Vision. This role is specifically related to ensuring the adequate provision of resources needed throughout the school.
  • To maintain school compliance with registration requirements associated with financial viability and Human Resources, and maintain currency in registration requirements in these specific areas.
  • Debtor Management - Ensure that all outstanding fees are collected on a timely basis, and that debtors are managed in accordance with the Debtor Collection Policy.
  • Creditor Management – Ensure that all outstanding invoices are paid on a timely basis, in accordance with Supplier Policies.
  • Financial Management - responsibilities for long term business planning and budgeting, including the development of financial strategies, goals and KPI’s.
  • Managing & preparing the annual budget and financial plans for all aspects of the School operations, in consultation with the Principal, Leadership Team, Teachers and Admin Team as applicable. Discuss, negotiate and agree the final budget. Use the agreed budget to actively monitor and control performance to achieve value for money.
  • Identify and inform the Principal and Board of the causes of significant variance and take prompt corrective action.
  • Propose revisions to the budget if necessary, in response to significant or unforeseen developments.
  • Provide ongoing budgetary information to relevant people.
  • Ensuring that there is proper accounting and control over all financial operations of the school.
  • Responsibility for Financial and Administrative Policy development, to ensure strong systems of internal control and segregation of duties where practical.
  • Preparing end of year financial statements and statutory returns, including; BAS, otherreturns, in accordance with Corporations, Taxation or other Legislation & Regulations.
  • Monitoring and managing the School cash flow.
  • Prepare and present all monthly financial reports to Principal and Finance Sub-committee (including but not limited to P&L, Balance sheet, forecasts, cash-flow, Bank balances, enrolments, liabilities, debtors)
  • Report from FSC financials to Board and attending all monthly School Board meetings, unless otherwise directed
  • Write and present the yearly finance report at AGM.
  • Assist the Principal with the appointment, overseeing and review of Accounts and ancillary staff (including Admin, Library and Grounds)
  • Maintain Education staff contracts, ensuring compliance with appropriate awards Overview all payroll and ensure pay grades are appropriately managed.
  • Liaise with the School auditors in respect to the audit of the financial statements and relevant Government returns, and ensuring that these statements and returns are audited and lodged within the prescribed time.
  • Being responsible as the “Approved Authority”, for financial matters in relation to the Department of Employment, Education, and Workplace Relations (DEEWR).
  • Keep abreast of all local, State and Federal government policies, regulations and legislation in so far as they affect the School, including taxation legislation in relation to GST, FBT, Payroll, Superannuation, Deductible donations e.g. Building funds and scholarships.
  • Have a strong understanding of Schools funding, with particular emphasis on Commonwealth and State Government funding arrangements.
  • Research, preparation and lodgement of Loan and Grant applications and other relevant funding bodies.
  • Act in the role of “Public Officer” for “Taxation” purposes.
  • Advise the Principal and Governors if fraudulent activities are suspected or uncovered
  • Maintain a strategic financial plan that will indicate the trends and requirements of the school development plan and will forecast future year budgets.
  • Identify additional finance required to fund the school’s proposed activities.
  • Seek and make use of specialist financial expertise.
  • Maximise income through lettings and other activities e.g. grant Applications.
  • Select types of investments which are appropriate for the school, taking account of risks, views of stakeholders and identify possible and suitable providers in order to maximise return.
  • Present timely and fully costed proposals, recommendations or bids.
  • Review existing and put in new formal finance agreements in place with suitable providers for agreed amounts, at agreed times and appropriate agreed costs and repayment schedules. Monitor the effectiveness and implementation of agreements

 Selection criteria - Skills and ExperienceCandidates must:

  • Be fully conversant with financial management processes of a small to medium sized school.
  • Have an in depth understanding of school funding, policy writing, Education award structures, processes, reconciliation of bank accounts, BAS, Super, enrolment reporting
  • Be able to establish and maintain integrity and confidentiality in dealing with issues of a sensitive nature and a demonstrated ability to apply high-level communication skills, both verbally and in writing, to a wide range of people, agencies and organisations on a range of issues.
  • Be exceptionally well organised, and able to work well under pressure to meet deadlines.
  • Work well in a collaborative, fast-paced environment.
